Papers with an additional review by one more reviewer can be published in various Scopus Indexed Journals (also indexed in Google Scholar, ACM, CNKI, Scilit, DBLP, EBSCO, ProQuest and others).
A Third option, if the authors wish to publish in IEEE is a Volume of IEEE CPS Proceedings.
